What a wonderful place to live!!! My vote is 8 and not 10 because I would have preferred a different point of view, perhaps closer to the river ... at least under the bridge (can be seen below on the photo the cable 's steel)

I would give this a 9 or a 10 if the highlights in the water weren't blown out. HDR is supposed to prevent that from happening. That's why it was developed.
