Thank you all for the comments, however Romzhy that is not noise in the sky it was cloudy and raining that day.
Amie58 yes it is near Mena just south off of hwy 276 near the Cossatot State park. you have to take one of the little side road to get there.

Think I know the difference betwen clouds and noise or grainy sky. But it's just my humble opinion.
