inkslinger, there is no name for the process is the result of experimentation,
trial and error.
Doubled the layer and "Search Filters / Artistic / Poster Edges", play with the settings.
Then decreased the opacity of the layer to which I like.

In this case, I had been very highlighted the edges and it
had deleted the original
thus easing the process was
with different layers using
Nik Color Efex, Topaz Simplify and Topaz Clean.
This was the result.
