This structure is located in Puerto Plata city, Dominican Republic, is the center of a public park (Plaza Independiencia or Parque Central).
The statue on the left is one of our the founding father Juan Pablo Duarte y Díez (January 26, 1813 – July 15, 1876) He was a visionary and liberal thinker who along with Francisco del Rosario Sánchez and Matías Ramón Mella is widely considered the architect of the Dominican Republic and its independence from Haitian rule in 1844. His aspiration was to help create a self-sufficient nation established on the liberal ideals of a democratic government.
The statue on the right is Gregorio Luperón, is best known for being a Dominican military and state leader who was the main leader in the restoration of the Dominican Republic after the Spanish annexation in 1863.
NOTES: photo appears to be tilted to the right because the floor is tilted to the right. This can be seen on the structure base which is smaller on the left and go increases to the right.
