This natural rock formation is called "El Zapato" (the shoe), is located in the city of Montecristi, Dominican Republic, I was over there the last weekend and take some shots that I will be posting in the days to come, I hope you enjoy it, thanks in advance.

I like it when rocks and sand(foreground) are brighter in an image, I think it adds to the charm of a coast line, I understand that's what you saw at the time of shot, the sun was around the corner, like the POV.
