This is really well done, I believe it may be a Topaz filter for this effect but can't remember which one, or Nik Efex Pro 4 filter. The subject is also perfect for this style...

The colors are nice, I like to see that the real process, I suspect is good, but the abuse filter "Clear" Topaz, ruining the photo IMHO.

Thanks everyone. I used the Oil Paint filter in Photoshop for the painting effect. No Topaz, or Nik Efex Pro.
Taken at Kanapaha Botanical Gardens in Florida.
